Centre urges Arunachal to implement anti-

GUWAHATI, Mar 02: The Centre has asked the Arunachal Pradesh Government to implement Cigarette and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003, in letter and spirit.
Addressing a media advocacy workshop here today, L Swasticharan, Chief Medical Officer of National Tobacco Control Programme, Ministry of Health and Family Welfare, Govt of India, said that the State Government was doing nothing in regards to National Tobacco Control Programme, which was launched 10 years ago.
According to Global Adult Tobacco Survey (GATS) the current tobacco use in any form in Arunachal Pradesh is 47.7% (64% male and 31.7% female), which is much higher than national average of 27.5%, Swasticharan said.
Informing that six out of eight types of cancers are caused by tobacco, he urged the state government to understand the gravity of the situation and take up necessary steps to implement the Act without any further delay. He also said his ministry will take up the matter with the state government.
He urged the media to play a proactive role in creating awareness among masses on harmful effects of tobacco.
While expressing grave concern over growing cancer cases in North East, Dr. Pankaj Chaturvedi from Tata Memorial Cancer Institute, Mumbai informed that NE has achieved the dubious distinction of having highest cancer and cancer related cases in the country and world as well.

Sanjoy appeals for constitution of high power committee
2000 MW Subansiri Lower project
ITANAGAR, Mar 02: Member of Parliament Takam Sanjoy has asked the Central Government to constitute a high power committee to have dialogue with agitating parties and pave the way for the expeditious development of the 2000 MW Subansiri Lower Hydropower Project (SLHP) in Arunachal Pradesh.
The NHPC started the construction of the SLHP in 2005 and initially it was scheduled for commissioning in 2010, but it had to be postponed to 2014 owing to various reasons. However, the agitations being staged in Assam time and again by the protesting groups led by the Krishak Mukti Sangram Samity (KMSS) has brought the project implementation to a complete standstill. The Member of Parliament from Arunachal Pradesh (West), Sanjoy, accompanied by Deputy Resident Commissioner KN Damo called on Secretary Power P. Uma Shankar and Joint Secretary G Sai Prasad, who is also National Hydroelectric Power Corporation (NHPC) chairman.
Sanjoy also briefed the Power Secretary about meeting held with the then Union Power Minister Veerappa Moily and situation arising out of suspension of work at of the 2000 MW Subansiri Lower Hydropower Project. He also discussed with the Power Secretary about letter written to Minister of State (Independent charge) for Power Jyotaridhitya Scindia over constitution of a high powered committee headed by the Power Minister or by a Member of Parliament as the issue has turned political.
Sanjoy said: “The committee should consist of representatives of governments of Assam and Arunachal Pradesh, the NHPC and Joint Secretary hydro power should be the member secretary.” He further said that the committee should have a direct dialogue with the KMSS and the Assam Government to speed up the project.
Expressing concern over the problems being faced in the construction of the SLHP,
Sanjoy asked the Central Government to directly intervene to pave way for the expeditious
development of the project. A team led by officials from the Prime Minister’s Office
visited the project site this month to examine ways to move the construction forward.
Sanjoy in his representation to the Power Ministry officials said that the issue
was in fact more of a political than technical nature, and expressed apprehension
that the hindrance being caused to the execution of SLHP would have a long-

Parliamentary Secretary for DoTCL Yumsen Matey formally inaugurated the camp at community hall, Khonsa on 2nd March amidst huge gathering.
Speaking on the occasion, Matey lauded the effort of Tirap DC Sachin Shinde for taking up the menace of opium addiction in the district with seriousness and urged all to support him in this crusade against opium.
He lamented that most of the addicts were young people that has the potential to
cripple the society. He said that the opium addicts were a big burden to the society
and requested the DC to mobilize funds from the central government adding that he
was ready to contribute in whatever ways he could towards the fight against opium.

Dr Sachin Shinde who is the main force and inspiration behind the movement against opium, said that more than 300 addicts turned up for registration at District Hospital on 1st March which was indicative of the fact that many addicts wanted to come out from their addiction. He emphatically said that there should be an institution in the district to effectively tackle this serious problem of opium addiction. He said that the local people should come forward to help the district administration and those organization working to help the opium addicts shun opium for good.
Specialist Doctor Milin Potdar from Maharashtra said that mere destruction of opium plants was not the solution. He said that the need was to change the people’s mindset. The resource person revealed that Arunachal Pradesh produced 100 tons of opium annually of which 26 per cent was consumed locally which was enough to destroy generations. He assured all help from his organization adding that there was an urgent need for establishment of a rehabilitation centre at Khonsa to facilitate treatment of more addicts.

Under the leadership of Setong Sena, minister for agriculture, veterinary and animal husbandry, the state government has been extending support to the poor villagers through various policies and schemes to give them self employment opportunity.
The Poma Piggery farm set up at Poma village under Sangdupota circle of Papum Pare district is one such example.
The piggery farm was started by Techi Legi, a simple villager with the support of department of animal husbandry and veterinary. Spread in large area, the farm has best quality local pig and piglets.
On 27th February, a team of veterinary officials led by district veterinary officer (DVO), Papum Pare Dr D P Singh and veterinary officer Dr Dari Sangno inspected the farm and expressed satisfaction over its activities. They also offered few important suggestions to make it better. The owner of farm Techi Legi was all praises for veterinary department. He said “Right from Minister Setong Sena to director, deputy directors, DVO, VO and other officials of veterinary department had supported me during the course of time. Without their help, it could not have been possible to start this farm.” He further added, “The officials of planning department headed by Secretary Ankur Garg have also been very encouraging. For a simple villager like me to be given chance to start own business this way is a big thing. I profusely thank all the people who helped me to set up this small piggery farm.”
In a state like ours where majority of people desperately look for government job, there is an urgent need to emphasize on the need for self employment generation avenues. The Nabam Tuki led state government has started various schemes in this regard and most of them are quite commendable. But their implementation at ground level becomes tough due to bureaucratic hassle and many a times poor farmer cannot avail those facilities because of such situation.

Matey clarified the unfounded rumour that more funds had been allocated to Lazu area adding that for him all the circles and villages were same and that he would address all the problems without bias. He announced Rs 1 crore for establishment of community halls in the circle. Matey further said that the approach road of CO headquarters would be taken up soon.
While replying to a public memorandum, Tirap DC Dr Sachin Shinde assured to make the Dadam CO headquarters functional by April and requested the Parliamentary Secretary to post a Circle Officer at the earliest. He asked the people to work hard as there was no substitute for hard work. Health camps benefit over 1000

Altogether, 1286 patients took benefit of the Health camps at Dambuk and Paglam and 120 patients took advantage of the Sterilization Camp at Anpum PHC organized by District Health Society, Roing in collaboration with Karuna Trust, Anpum under NRHM.
During the camp with the initiative of Shiv Kumar, DC Roing, 40 Differently abled Persons and Children were checked by the Board of Doctors and were issued Certificate on the spot.
In the inaugural function of the Camp at CHC Dambuk, Deputy Commissioner Roing expressed his desire to conduct such kind of Medical Camps in regular interval and assured to look into the shortage of doctors in CHC Dambuk.

ITANAGAR, Mar 2: The Governor of Arunachal Pradesh General (Retd) JJ Singh and First Lady of the State Anupama Singh were felicitated for their contributions towards golf by Delhi Golf Society (DGS) at New Delhi on 1st March. DGS President Prakash Bhandari presented the awards to the Governor and First Lady at Delhi Golf Club Lawns, New Delhi.
Former President of Indian Golf Union, General Singh has been contributing towards golf and took several steps in enhancing the quality of Golfing in Delhi. Not to be left behind, Anupama Singh also has been contributing towards women golf.
An ace golfer himself, General Singh received many prizes in golf tournaments including the winner’s trophy in his category in a golf tournament organized at Royal Spring Golf Course, Srinagar and runner up trophy in the Amcham India Amateur Invitation Golf Tournament at New Delhi.
A golf enthusiast, the Governor has taken several initiatives to promote the ever growing popular sport of golf in the State. Under his able guidance and with the support of Indian Golf Union, a golf orientation programme was conducted at Raj Bhawan golf course and Indira Gandhi Park. Large number of students from thirteen schools of Arunachal Pradesh, Manipur and Meghalaya and army personnel and senior State government officials attended the orientation camp.

DGS General Secretary Hardip Singh Kingra informed that Delhi Golf Society (DGS) is a registered society which has been promoting golf in Delhi State as a member of the Indian Golf Union (IGU) and has been spreading the virtues of golf since 2003. The society conducts coaching camps for the upcoming golfers and talented golfers to sharpen their skills to become tournament winners.
DGS General Secretary further added that the NCR (National Capital Region) Cup is one of the best Amateur tournaments in Asia. DGS has been holding NCR Cup every year, an IGU categorized event for the top Amateur golfers of India at the prestigious Delhi Golf Club.
International Golf Players also participate in this event. The society also organizes a member’s event every year along with NCR Cup at Delhi Golf Club, New Delhi.

ANSU demands enquiry
ITANAGAR, Mar 02: All Nyishi Students Union (ANSU) has urged the Director of Higher and Technical Education, GoAP to enquire into the reported delay in delivery of admit cards to class X students of Mengio. This daily yesterday reported that 12 number of Class X students of Mengio Govt Secondary School have been deprived of writing the CBSE examination at Government Higher Secondary School, Yazali as they have not received their admit cards.

NGOs condemn murder of student

Daporijo, Mar 2: Following the brutal murder of Vijay Ramsing at Sigin Colony, many NGOs and civil society have come forward to raise voice against such heinous crime.
Tagin Cultural Society (TCS) has expressed their deep sock over the murder of student and condemned the concern department for not tackling the law and order situation.
Claiming that the law and order situation in Daporijo is deteriorating day by day, the Society appealed to the Govt to deploy more police force in the township for safety of the residents.

Capacity building training prog
ITANAGAR, Mar 02: A capacity building training programme under the aegis of Saakshar Bharat Mission 2012, was held at Nyobom Village Dere, Basar on February 28. The new variant of National Literacy Mission, Saaksar Bharat Mission is fast becoming the new answer to the problem of illiteracy in the country. All the PRERAKs of Basar Block and Daring Block participated in the capacity building program.

ITANAGAR, Mar 02: Local MLA cum Parliamentary Secretary Rural Development and Panchayat Raj, Punji Mara made an extensive tour to his Assembly Constituency along with Panchayat leader, party workers of BCC and AYC.

AdiSUI resents poor school infrastructure
ITANAGAR, Mar 02: Claiming that students of East Siang district are facing multiple problems due to lack of proper school infrastructure which is also ruining the education system of the entire district, the Adi Students’ Union Itanagar (AdiSUI) today blamed the state government for allegedly failing to fulfill the basic needs of students in the schools.

Nyokum celebrated at Delhi
ITANAGAR, Mar 2: Nyokum festival was celebrated with pomp and joy at Arunachal House, New Delhi on February 28.
