Centre urges Arunachal to implement anti-tobacco Act

GUWAHATI, Mar 02: The Centre has asked the Arunachal Pradesh Government to implement Cigarette and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003, in letter and spirit.

Addressing a media advocacy workshop here today, L Swasticharan, Chief Medical Officer of National Tobacco Control Programme, Ministry of Health and Family Welfare, Govt of India, said that the State Government was doing nothing in regards to National Tobacco Control Programme, which was launched 10 years ago.

According to Global Adult Tobacco Survey (GATS) the current tobacco use in any form in Arunachal Pradesh is 47.7% (64% male and 31.7% female),  which is much higher than national average of 27.5%, Swasticharan said.

Informing that six out of eight types of cancers are caused by tobacco, he urged the state government to understand the gravity of the situation and take up necessary steps to implement the Act without any further delay. He also said his ministry will take up the matter with the state government.

He urged the media to play a proactive role in creating awareness among masses on harmful effects of tobacco.

While expressing grave concern over growing cancer cases in North East, Dr. Pankaj Chaturvedi from Tata Memorial Cancer Institute, Mumbai informed that NE has achieved the dubious distinction of having highest cancer and cancer related cases in the country and world as well.

“I daily operate 8-9 cancer patients most of who are from North East, “ he said while informing that 10 lakh people die every year in India due to cancer. At the end of the century, one billion people will die from only cancer, if preventive measure is not taken immediately, he said.

“When a person dies in road accident, it makes news. But, 10 lakh people are dying every year in the country even it does not make any sense,” he lamented while urging media to be proactive in highlighting the grave situation.

The brainstorming session aimed hammering out strategies for success of the anti tobacco campaign launched earlier in the day. Media persons from all the NE states attended the workshop.

Earlier, Campaign for Tobacco Free North East organized by Union Ministry of Health and Family Welfare in collaboration Department of Health and Family Welfare, Govt of Assam was launched at Guwahati Medical College Auditorium. The launching ceremony was attended by Assam Chief Minister Tarun Gogoi, Health Minister Himanta Biswa Sharma, Director General of Health Services, GoI Jagdish Prasad, Jt Secretary Health, Shakuntala Gamlin, Mission Director NRHM, Bollywood actress Zeenat Aman, direction of Arunachal Pradesh Health Services Kartik Nishing, Gender Coordinator (RMSA), Directorate of School Education O Boko, Everester Tine Mena, AAPSU IPR Secretary Lota Singhi, representative of APWWS.

Earlier, around 5000 students from various schools in and around Guwahati took out an anti-tobacco rally holding banners and placard reading “Say no to Tobacco” etc in the main thorough fare of the city.

Later, Chief Minister Gogoi administered the students the pledge against use of tobacco throughout their life. The same pledge was also administered simultaneously to all the students of Assam in their respective school.

 

Sanjoy appeals for constitution of high power committee

2000 MW Subansiri Lower project

ITANAGAR, Mar 02:  Member of Parliament Takam Sanjoy has asked the Central Government to constitute a high power committee to have dialogue with agitating parties and pave the way for the expeditious development of the 2000 MW Subansiri Lower Hydropower Project (SLHP) in Arunachal Pradesh.

The NHPC started the construction of the SLHP in 2005 and initially it was scheduled for commissioning in 2010, but it had to be postponed to 2014 owing to various reasons. However, the agitations being staged in Assam time and again by the protesting groups led by the Krishak Mukti Sangram Samity (KMSS) has brought the project implementation to a complete standstill.  The Member of Parliament from Arunachal Pradesh (West), Sanjoy, accompanied by Deputy Resident Commissioner KN Damo called on Secretary Power P. Uma Shankar and Joint Secretary G Sai Prasad, who is also National Hydroelectric Power Corporation (NHPC) chairman.

Sanjoy also briefed the Power Secretary about meeting held with the then Union Power Minister Veerappa Moily and situation arising out of suspension of work at of the 2000 MW Subansiri Lower Hydropower Project. He also discussed with the Power Secretary about letter written to Minister of State (Independent charge) for Power Jyotaridhitya Scindia over constitution of a high powered committee headed by the Power Minister or by a Member of Parliament as the issue has turned political.

Sanjoy said: “The committee should consist of representatives of governments of Assam and Arunachal Pradesh, the NHPC and Joint Secretary hydro power should be the member secretary.” He further said that the committee should have a direct dialogue with the KMSS and the Assam Government to speed up the project.

Expressing concern over the problems being faced in the construction of the SLHP, Sanjoy asked the Central Government to directly intervene to pave way for the expeditious development of the project. A team led by officials from the Prime Minister’s Office visited the project site this month to examine ways to move the construction forward. Sanjoy in his representation to the Power Ministry officials said that the issue was in fact more of a political than technical nature, and expressed apprehension that the hindrance being caused to the execution of SLHP would have a long-term impact on the development of other hydropower projects in Arunachal Pradesh. The project which started in 2005 was on the verge of completion when protests disrupted the work at the site, bringing huge loss to the exchequer.

 

 

Opium de-addiction-cum-rehabilitation camp

KHONSA,  Mar 02: An opium de-addiction- cum-rehabilitation camp is being held at Khonsa district hospital from 1st to 15th March under the aegis of Tirap district administration and the society for wellbeing, awareness and rehabilitation (SWAR), Mumbai.

Parliamentary Secretary for DoTCL Yumsen Matey formally inaugurated the camp at community hall, Khonsa on 2nd March amidst huge gathering.

Speaking on the occasion, Matey lauded the effort of Tirap DC Sachin Shinde for taking up the menace of opium addiction in the district with seriousness and urged all to support him in this crusade against opium.

He lamented that most of the addicts were young people that has the potential to cripple the society. He said that the opium addicts were a big burden to the society and requested the DC to mobilize funds from the central government  adding that he was ready to contribute in whatever ways he could towards the fight against opium. Matey further asked the Panchayat leaders to co-operate with the elected leaders in projecting the major problems of the district at appropriate forum so that they could be suitably addressed.

Dr Sachin Shinde who is the main force and inspiration behind the movement against opium, said that more than 300 addicts turned up for registration at District Hospital on 1st March which was indicative of the fact that many addicts wanted to come out from their addiction. He emphatically said that there should be an institution in the district to effectively tackle this serious problem of opium addiction. He said that the local people should come forward to help the district administration and those organization working to help the opium addicts shun opium for good.

Specialist Doctor Milin Potdar from Maharashtra said that mere destruction of opium plants was not the solution. He said that the need was to change the people’s mindset. The resource person revealed that Arunachal Pradesh produced 100 tons of opium annually of which 26 per cent was consumed locally which was enough to destroy generations. He assured all help from his organization adding that there was an urgent need for establishment of a rehabilitation centre at Khonsa to facilitate treatment of more addicts.

 Earlier, in his welcome address DMO Dr K. Perme threw light on the history of opium addiction all over the world and said that the rampant use of opium in Tirap district was a cause for worry. He appreciated the DC for his much-needed initiative in the fight against opium addiction. Dr Potdar and his team of experts will conduct the 15-day de-addiction cap.

Poma Piggery Farm showing the way for jobless

ITANAGAR, Mar 02: The present state government has been taking keen interest in generating self-employment opportunities in agriculture and animal husbandry sector.

Under the leadership of Setong Sena, minister for agriculture, veterinary and animal husbandry, the state government has been extending support to the poor villagers through various policies and schemes to give them self employment opportunity.

The Poma Piggery farm set up at Poma village under Sangdupota circle of Papum Pare district is one such example.

The piggery farm was started by Techi Legi, a simple villager with the support of department of animal husbandry and veterinary. Spread in large area, the farm has best quality local pig and piglets.

On 27th February, a team of veterinary officials led by district veterinary officer (DVO), Papum Pare Dr D P Singh and veterinary officer Dr Dari Sangno inspected the farm and expressed satisfaction  over its activities. They also offered few important suggestions to make it better. The owner of farm Techi Legi  was all praises for  veterinary department. He said “Right from Minister Setong Sena to director, deputy directors, DVO, VO and other officials of veterinary department had supported me during the course of time. Without their help, it could not have been possible to start this farm.” He further added, “The officials of planning department headed by Secretary Ankur Garg have also been very encouraging. For a simple villager like me to be given chance to start own business this way is a big thing. I profusely thank all the people who helped me to set up this small piggery farm.”

In a state like ours where majority of people desperately look for government job, there is an urgent need to emphasize on the need for self employment generation avenues. The Nabam Tuki led state government has started various schemes in this regard and most of them are quite commendable. But their implementation at ground level becomes tough due to bureaucratic hassle and many a times poor farmer cannot avail those facilities because of such situation.

 

 

Funds will be distributed equally: Matey

ITANAGAR, Mar 02: The Parliamentary Secretary for DoTCL and SWWCD Yumsen Matey laid the foundation stone for establishment of girls’ hostel at Dadam village on 1st March under MSDP.

Addressing a huge gathering of villagers and HoDs on the occasion Matey said that he had created a good number of assets in Dadam area and would continue to make sincere effort to accelerate the pace of development in the area. He asked the people to maintain unity and co-operate with him for all round development of the constituency.

Matey said that he was working hard to make the Dadam CO headquarters functional at the earliest in the interest of the villagers adding that establishment of a CD Block was under process. He added that the Secondary School would be shifted near the CO headquarters. Matey clarified the unfounded rumour that more funds had been allocated to Lazu area adding that for him all the circles and villages were same and that he would address all the problems without bias. He announced Rs 1 crore for establishment of community halls in the circle. Matey further said that the approach road of CO headquarters would be taken up soon.

While replying to a public memorandum, Tirap DC Dr Sachin Shinde assured to make the Dadam CO headquarters functional by April and requested the Parliamentary Secretary to post a Circle Officer at the earliest. He asked the people to work hard as there was no substitute for hard work. Wango Lowang, Dadam Chief and Wangdi Hakhun while addressing the people expressed about the plethora of problems being faced by the villagers and urged the Parliamentary Secretary to address the problems on priority. They however, appreciated Matey for his developmental initiatives and reposed their faith in his leadership. A number of public leaders and HoDs also spoke in the meeting. DIPRO

 

 

Taku inaugurates community centre at Geku

YINGKIONG, Mar 02: MLA Tapuk Taku today inaugurated Taku and Paloh Clan Community Centre at Geku in Upper Siang district in presence of large number of people including MLA J K Panggeng and Upper Suabansiri District Deputy Commissioner Liyon Borang.

Addressing the people after releasing a pamphlet titled “Taku Abu”, Taku appreciated the efforts of Taku clan of Geku-Katan Circle, Upper Siang district to find out possible missing links of the clan with Taku clan of other tribes. He urged the youth of Taku-Paloh clan in particular and the present generation in general to give utmost importance to education.

He assured to look into the demand for a sports stadium at Geku and advised the Taku-Paloh community to maintain unity irrespective of different religious faith.

Earlier, Kanggong Taku, AE RWD narrated the genealogy and migration of the Taku clan where it is believed that some of the brothers got lost in the valleys of the Himalayas while chasing Mithun in the process of constant migration in those days. He further told that as a result, now they believe that Taku clan found in other areas like in East Kameng, Kurung Kumey and Assam might be descendants of their lost forefather. He said that inauguration of Taku-Paloh community centre symbolizes effort to bring all the descendants of Taku clan under one common platform.

Panggeng announced declaration of Mariyang as urban area and urged the people to work unitedly to reap the benefits of the government schemes. He briefed the people about govt’s initiative to separate judiciary from executive, revamping of customary adjudication system, proposal for establishment of college and ITI at Geku.

Borang apprised the people about efforts of the local MLA to bring development in his constituency but cautioned the people not to become hindrances in their own development citing the example of proposed college at Geku where some land owners who initially donated land are now giving trouble. He advised the people to co-operate with the administration for speedy development of the area.

Among others, Opek Taku, Nyong Paloh AE, Tet Taku GB and Rahul Paloh also spoke on the occasion and T. Tatin EE, B. Tayeng Principal and Adong Pertin EAC also attended the function. DIPRO

 

 

Health camps benefit over 1000

ROING, Mar 02: District Health Society, Roing in collaboration with Arunachal Pradesh Doctor’s Association of East Siang and Lower Dibang Valley Districts unit conducted free health camp and sterilization camps under Dambuk Sub-Division recently.

Altogether, 1286 patients took benefit of the Health camps at Dambuk and Paglam and 120 patients took advantage of the Sterilization Camp at Anpum PHC organized by District Health Society, Roing in collaboration with Karuna Trust, Anpum under NRHM.

During the camp with the initiative of Shiv Kumar, DC Roing, 40 Differently abled Persons and Children were checked by the Board of Doctors and were issued Certificate on the spot.

In the inaugural function of the Camp at CHC Dambuk, Deputy Commissioner Roing expressed his desire to conduct such kind of Medical Camps in regular interval and assured to look into the shortage of doctors in CHC Dambuk.

Dr K Lego, Joint Director, HR&T, expressed sadness over the pathetic condition of the Dambuk CHC building which is in dilapidated condition

and also on lack of doctors in the CHC.   He further briefed the public about the newly introduced health insurance policy for BPL families by the Govt.

Atul Tayeng, SDO Dambuk informed about the shortage of doctor in Dambuk CHC which is run by only one doctor due to which problems come up when he goes out on leave or in tour/training. He appealed to the concerned authorities to make alternate arrangement during monsoon season till posting of permanent doctor.

Dr  M Perme, DMO Pasighat, Dr A Yirang, DMO Roing, Dr M Basar, DRCHO Roing and T Saring, Anchal Chairperson also spoke on the occasion.

Later, Deputy Commissioner along with SDO Dambuk and officers visited the Bridge Sites at Sisiri ‘O’ Point along Dambuk-Pasighat road and met with BRTF personnel and asked them to expedite the works. Governor honoured with Delhi Golf Society award

ITANAGAR,  Mar 2: The Governor of Arunachal Pradesh General (Retd) JJ Singh and First Lady of the State Anupama Singh were felicitated for their contributions towards golf by Delhi Golf Society (DGS) at New Delhi on 1st March. DGS President Prakash Bhandari presented the awards to the Governor and First Lady at Delhi Golf Club Lawns, New Delhi.

Former President of Indian Golf Union, General Singh has been contributing towards golf and took several steps in enhancing the quality of Golfing in Delhi. Not to be left behind, Anupama Singh also has been contributing towards women golf.

An ace golfer himself, General Singh received many prizes in golf tournaments including the winner’s trophy in his category in a golf tournament organized at Royal Spring Golf Course, Srinagar and runner up trophy in the Amcham India Amateur Invitation Golf Tournament at New Delhi.

A golf enthusiast, the Governor has taken several initiatives to promote the ever growing popular sport of golf in the State. Under his able guidance and with the support of Indian Golf Union, a golf orientation programme was conducted at Raj Bhawan golf course and Indira Gandhi Park. Large number of students from thirteen schools of Arunachal Pradesh, Manipur and Meghalaya and army personnel and senior State government officials attended the orientation camp.

In addition to it, a golf driving range, a first of its kind in the State has been set up at Sangay Lhaden Sport Academy, Chimpu under the initiative of Raj Bhawan.

It may be mention here it is for his interest in the sport that a beautiful nine-hole golf course came up within Raj Bhawan compound in a record time of six months.

It was General Singh, as the Chief of Indian Army who started the ‘Mission Olympic in the Army’ which helped the Army in preparing its sportspersons for the Olympics and other international meets. This effort of the former chief yielded in good show by the personnel in sports competitions in national and international arenas.

DGS General Secretary Hardip Singh Kingra informed that Delhi Golf Society (DGS) is a registered society which has been promoting golf in Delhi State as a member of the Indian Golf Union (IGU) and has been spreading the virtues of golf since 2003. The society conducts coaching camps for the upcoming golfers and talented golfers to sharpen their skills to become tournament winners.

DGS General Secretary further added that the NCR (National Capital Region) Cup is one of the best Amateur tournaments in Asia. DGS has been holding NCR Cup every year, an IGU categorized event for the top Amateur golfers of India at the prestigious Delhi Golf Club.

International Golf Players also participate in this event. The society also organizes a member’s event every year along with NCR Cup at Delhi Golf Club, New Delhi.

The society has more than 250 members of high standing in golf and their own profession who are very supportive of promoting the objectives of DGS. (PRO to Governor)

ANSU demands enquiry

ITANAGAR, Mar 02: All Nyishi Students Union (ANSU) has urged  the Director of Higher and Technical Education, GoAP to enquire into the  reported delay in delivery of admit cards  to class X students  of Mengio. This daily yesterday reported that 12 number of Class X students of Mengio Govt Secondary School have been deprived of writing the CBSE examination at Government Higher Secondary School, Yazali as they have not received their admit cards.

Describing the incident unfortunate the Union said ‘it might be due to negligence of  Guwahati CBSE board, postal department and school authority”.  It demanded legal action against the wrong-doers if any after thorough enquiry into the matter and also advocated for compensation for the victims.

The Union also appealed the state Govt, especially education minister to look into the matter seriously. It further demanded state Govt to establish CBSE board branch in Arunachal Pradesh to avoid such incident in future.

 

2 houses gutted

ITANAGAR, Mar 02: Two houses along with properties worth lakhs of rupees were gutted down in a devastating fire accident at Belak Muri Village under Puchi-Geko Circle of Upper Subansiri district on February 28 at around 2.00.pm.

Meanwhile, expressing shock over the incident Nyishi Indigenous Faith & Cultural Society (NIFCS) President Taba Hare and its General Secretary, Dr. Hui Tag urged the district administration and youth organization to come forward for immediate relief and rehabilitation measures.

NIFCS also urged the district administration to investigate the cause of the fire accident at the earliest and to announce compensation package for the fire victims.

 

NGOs condemn murder of student

Daporijo, Mar 2: Following the brutal murder of Vijay Ramsing at Sigin Colony, many NGOs and civil society have come forward to raise voice against such heinous crime.  

Tagin Cultural Society (TCS) has expressed their deep sock over the murder of student and condemned the concern department for not tackling the law and order situation.

Claiming that the law and order situation in Daporijo is deteriorating day by day, the Society appealed to the Govt to deploy more police force  in the township for safety of the residents.

Mara Youth Welfare Society (MYWS) has also condemned the incident and appealed to the district administration to nab the culprit as soon as possible and award exemplary punishment as per law.

Meanwhile, All Maying Welfare Society  has also appealed the district administration to award justice to deceased family and arrest the culprit and initiate necessary action to prevent such anti-social activities  in future.

 

Capacity building training prog

ITANAGAR, Mar 02: A capacity building training programme under the aegis of Saakshar Bharat Mission 2012, was held at Nyobom Village Dere, Basar on  February 28. The new variant of National Literacy Mission, Saaksar Bharat Mission is fast becoming the new answer to the problem of illiteracy in the country. All the PRERAKs of Basar Block and Daring Block participated in the capacity building program.

Takar Mara, A.P.O;  M. Riba, A.P.O and T. N Prasad, Lecturer, DIET were the resource persons. Nyami Nyodu, BEO, coordinated the workshop and presided over the technical sessions.

 

Blood donation camp held

ITANAGAR, Mar 02: Arunachal State Hospital, Naharlagun in collaboration with NSS Unit NERIST, Nirjuli  under the aegis of APSACS conducted a voluntary blood donation camp at NERIST campus today.

On the occasion, 38 units of blood were collected from  various donors.

 

Youths allege favourtism

ITANAGAR, Mar 02: Three youths on Friday lodged a complaint against PWD Seppa, claiming that the department had denied their participation in tender bidding process under special plan assistance (SPA).

In a complaint letter written to deputy commissioner of East Kameng, three youths further alleged that accountant who was in-charge of issuing tender form had denied them to issue form while making unnecessary excuses. They further claimed they were suggested to meet assistant engineer who was allegedly absent in the office.

Alleging the act of favoritism and nepotism in in tender process, the youths also appealed the authorities concerned to recall NIT of whole package under SPA 2011-12 from PWD Seppa Sub-Division.

 

Punji Mara visits his constituency

ITANAGAR, Mar 02: Local MLA cum Parliamentary Secretary Rural Development  and Panchayat Raj, Punji Mara made an extensive tour to his Assembly Constituency along with Panchayat leader, party workers of BCC and AYC.

Addressing in a series of development meeting at various villages during his tour, Mara advised the villagers to be positive on developmental activities and assured the villagers that their problems would be taken up on priority basis.

He announced an amount of Rs. 1 Crore from SPA Fund for construction of Link road from BRTF to Lingram village and Rs. 10 Lakhs from MLA LAD fund for construction of Community Hall at Ngaba village. Rs. 5 Lakhs for porter track at Lingri village and Rs. 2 Lakhs for construction of CC Step at Taliha.

 

AdiSUI resents poor school infrastructure

ITANAGAR, Mar 02: Claiming that students of East Siang district are facing multiple problems due to lack of proper school infrastructure which is also ruining the education system of the entire district, the Adi Students’ Union Itanagar (AdiSUI) today blamed the state government for allegedly failing to fulfill the basic needs of students in the schools.

In a release the Union claimed that the education sector in the district is facing multiple problems such as poor infrastructures, lack of subject teachers including computer teacher and irregularity of stipend and mid-day meal. AdiSUI  further added that it had found numerous students appearing CBSE examination without having proper knowledge on particular subject due to shortage of teachers.  

Union also highlighted the boundary problem in various schools.  Further it claimed that many schools in the district are facing shortage of teacher, while there are adequate teachers in the school of headquarters.

 

Nyokum celebrated at Delhi

ITANAGAR, Mar 2: Nyokum festival was celebrated with pomp and joy at Arunachal House, New Delhi on February 28. A host of dignitaries including Chief Minister Nabam Tuki, MPs Mukut Mithi, Ninong Ering and Takam Sanjoy, State minister Setong Sena, Parliamentary Secretaries Padi Richo, P D Sona and Gadam Ete, Assam Pradesh Congress Committee President Bhubneswar Kalita, also MP and students were present on the occasion.

Cultural programs including ritual chanting of Buya, Rikam Pada were performed on the occasion.

Former president of ASUD and Joint Secy Delhi, AAPSU JT Tagam narrated the Nyokum Mythology.

Meanwhile, Nyokum Yullo Celebration Committee Delhi lauded all the well wishers and individual who lend a helping hand to make the Delhi Nyokum Yullo 2013 an enthralling and vibrant celebration.
